About this Role:
The Associate Governmental Program Analyst (AGPA) carries out a broad spectrum of tasks to support Medi-Cal procurement projects and contract development. The AGPA analyzes and manages the development and review of more complex procurements and contracts, both independently and collaboratively. The AGPA offers consultation services on complex solicitation functions to other DHCS programs. Responsibilities include understanding the goals and contractual needs of departmental programs and reviewing and processing various contract types. The AGPA provides essential oversight, works within a team, tackles challenging and intricate analytical tasks, and supports program staff and team members in their duties. As a journey-level analyst, the AGPA operates with a significant degree of independence.

This position is subject to the Department’s Conflict of Interest Code and filing a Statement of Economic Interests (Form 700) when assuming this position, annually by April 1, and when leaving this position.
This position is eligible for telework. Please refer to the duty statement attached below and the “Working Conditions” section on this Job Control for additional information. Working hours are Monday - Friday, 8 a.m. to 5 p.m.

Statement of Qualifications (SOQ)
The SOQ serves as documentation of the applicant’s ability to present information clearly and provide DHCS additional information about their experience and qualifications concisely in writing. The DHCS may not consider applicants who fail to provide an SOQ with their application. Resumes do not take the place of the SOQ. The SOQ must be no more than two pages in length total (limited to no more than one page per topic), double spaced and using Arial, 12-point font. You must indicate your Full Name and Job Control Number at the top right corner of each page.
Candidates who do not indicate the required information or specifically address the following two questions may not be considered for this position.

2. Describe your experience with procurement, contracting, grants, and/or other types of legal agreements.

This position may be eligible for telework up to three days per week and is required to report in-person and site-based a minimum of two days per week. The amount of telework is at the discretion of the Department and is subject to change consistent with DHCS’ Telework Program and Government Code sections 14200 – 14203. Telework is available to California residents, and proof of residency may be required.
Business travel may be required, and reimbursement considers an employee’s designated office and residence subject to regulations and bargaining unit contract provisions. All commute expenses to the reporting location will be the responsibility of the selected candidate.The DHCS office location for this position is: 1501 Capitol Avenue (East End Complex), Sacramento, CA 95814. Incumbents are expected to work Monday - Friday, 8 a.m. - 5 p.m.
