What You Will Do The Logistics Division is seeking an experienced and highly motivated Operations Manager 4 to provide technical leadership, oversight and management for the Logistics Deployed Craft Services (LOG-DCS) Group consisting of direct and deployed employees and craft resources. The manager will interface with a variety of customers including Maintenance, Construction, Field work Supervisors (LOG-SUP), Programmatic Customers, Facility Operations Directorates, Warehousing, Heavy Equipment Roads and Grounds, logistics central shops, and logistics training to provide the trained and qualified craft resources in support of the national security mission. The LOG-DCS manager will be required to facilitate a full customer service model that provides centralized coordination of Logistics and Craft business functions in support of customer work execution across the site.
The responsibility of the Logistics Deployed Craft Service Manager may include but are not limited to:
- Coordinate with Maintenance and Construction to manage weekly and long-range craft work schedules and provide consistency in craft supervision
- Work with other managers and superintendents in the performance of their duties to include problem solving, work mentoring, and lessons learned
- Recommend and implement changes to ensure efficient deployment while balancing customer expectations with exemplary customer service levels
- Work with training office to develop and implement training efficiencies in support of worker qualifications and technical growth
- Establish and execute departmental and organizational goals, policies and procedures
- Identify opportunities for performance, business, work performance, policies and programs
- In conjunction with senior management, establish and manage activities to meet short-term and long-term goals.
- Perform clearance approval requests and Human Reliability Program initial & recertifications
- Review and perform accident investigations for assigned craft
- Interact with craft unions representatives.
- Additional duties as assigned
What You Need Minimum Job Requirements: - Demonstrated experience and skill in management, supervision, and human resource administration of assigned employees.
- Demonstrated experience leading and managing a diverse work force or multidisciplinary teams.
- Demonstrated knowledge and experience in maintenance and construction in Nuclear or Non-Nuclear Facilities (e.g., Light Science and industry, Low Hazard, Moderate Hazard, High hazard).
- In-depth knowledge and ability to understand work hazards, safety practices, lock-out/tag-out, and other safety or compliance policies and procedures.
- Demonstrated ability to identify, propose, and implement solutions and actions to improve work performance.
- In depth knowledge, understanding and execution of the concepts and principles of Integrated Work Management (IWM), or equivalent non-DOE programs, including experience reviewing, approving, and authorizing craft work.
- Knowledge and experience in preventative and corrective maintenance, and construction or project management principles.
- Ability to obtain and maintain a Q level clearance.
Education/Experience: Position requires a Bachelor's Degree from an accredited institution and 8 years related experience; or, an equivalent combination of education and experience directly related to the occupation.
Desired Qualifications: - Experience working with LANL Collective Bargaining Agreements
- Experience utilizing LANL business systems (e.g. timekeeping, payroll, training and certification, and performance reviews)
- Experience preparing and presenting safety and technical briefings to a diverse workforce and upper management.
- Experience working with Labor Relations
- Excellent oral and written communication skills.
- Knowledge and experience with conduct of maintenance, and conduct of operations or DOE equivalent
- Knowledge of LANL budget practices
- Active Q clearance or equivalent
Work Environment: Work Location: The work location for this position is onsite and located in Los Alamos, NM. All work locations are at the discretion of management.
Position commitment: Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory. Additional Details Directive 206.2: Employment Triad requires a favorable decision by NNSA indicating employee is suitable under NNSA Supplemental Directive 206.2. Clearance: Q (Position will be cleared to this level). Selected applicants will be subject to a background investigation conducted by or on behalf of the Federal Government, and must meet eligibility requirements* for access to classified matter. This position requires a Q clearance. and obtaining such clearance requires US Citizenship except in extremely rare circumstances. Dependent upon the position, additional authorization to access classified information may be required, which may or may not be available to dual citizens. Receipt of a Q clearance and additional access authorization ultimately is a decision of the Federal Government and not of Triad.
*Eligibility requirements: To obtain a clearance, an individual must be at least 18 years of age; U.S. citizenship is required except in very limited circumstances. See DOE Order 472.2 for additional information.
HRP: This position is subject to the requirements of the DOE Human Reliability Program as specified in 10 Code of Federal Regulation, Part 712, §712.11. These requirements include on going drug and alcohol testing, as well as periodic medical and psychological evaluations.
New-Employment Drug Test: The Laboratory requires successful applicants to complete a new-employment drug test and maintains a substance abuse policy that includes random drug testing. Although New Mexico and other states have legalized the use of marijuana, use and possession of marijuana remain illegal under federal law. A positive drug test for marijuana will result in termination of employment, even if the use was pre-offer.
Regular position: Term status Laboratory employees applying for regular-status positions are converted to regular status.
Internal Applicants: Regular appointment employees who have served the required period of continuous service in their current position are eligible to apply for posted jobs throughout the Laboratory. Incentive Compensation Program: Position is eligible to participate in the Triad Incentive Compensation Program. You must be in an eligible position for a minimum of 3 months, before July 1st and remain in an eligible position as of the end of the fiscal year, September 30th. The annual distribution is prorated based on the number of months in the eligible position.
