General Definition:

In general, under the direct supervision of the immediate supervisor or clinical manager, the individual is responsible for telephone triage for crisis calls received directly from consumers, families, and community, or through Partners Behavioral Health Management. Calls will be directed based on the need of the consumer.

Performance Expectations (Quality and Quantity):

Each Coordinator/Specialist will be assigned primary and secondary responsibilities, these assignments may change at any time depending on the need of the agency/department and at the direction of the supervisor.

1. Shall demonstrate the use of knowledge/skill/judgment and provide 24/7/365 crisis management services that evidence quality, and performance, and meet the needs of persons served and other stakeholders. Performance tasks shall include:

  • Clinical Assignment Coordinator/Specialist will be responsible for telephone triage for crisis calls received directly from consumers, families, and community, or through Partners Behavioral Health Management. Calls will be assigned to Mobile clinicians based on the need of the consumer.
  • Clinical Assignment Coordinator/Specialist will be responsible for processing referrals that are received by local agencies in a timely manner and arranging placement on the FBC units
  • Clinical Assignment Coordinator/Specialist will demonstrate an understanding of the needs of the communities served along with the service definitions of the crisis services.
  • Timely engagement and response are required for each referral and request. Mobile dispatcher will respond to a referral within 30 minutes and will dispatch mobile crisis calls within 30 minutes of receiving the calls. If the call can not be dispatched due to staff being on other calls the dispatcher is responsible for maintaining contact with the consumer until a clinician is in route.
  • Clinical Assignment Coordinator/Specialist will be the point of contact for mobile crisis clinicians while in the community for further assistance.
  • The Clinical Assignment Coordinator/Specialist will assist with mobile follow ups if mc counselors/ clinicians are not available.
  • Clinical Assignment Coordinator/Specialist will maintain appropriate documentation for monitoring referrals, accepted, denied, and mobile crisis response time.
  • Under the direct supervision of a supervisor, shall utilize knowledge/skill to achieve positive outcomes and resolve the crisis with crisis prevention/intervention techniques.
  • Crisis services shall be based on models/techniques that are considered best/evidence-based practice(s) as defined by federal guidelines, program service definition, accrediting bodies (i.e. CARF), the NC Division of MH/DD/SA, purchasers of service, and PCC policy/procedure.
  • Use of a community-based team approach that utilizes the resources of the community, consumer, and treatment team, to achieve positive consumer outcomes, stabilize the crisis and assist with arranging appropriate transitions for the consumer to needed services and supports.
  • Treatment approaches could include assessment, individual/family counseling, process, and psycho-educational groups that promote the development of knowledge and skills related to recovery from substance abuse and mental health disorders
  • The ability to effectively utilize clinical supervision to enhance professional growth and promote the recovery of persons served.
  • Must meet productivity standards as specified by administrative and/or clinical supervisor.

2. Shall demonstrate the ability to work/be part of 24/7/365 organizational and therapeutic teams, and maintain positive working relationships with consumers, community stakeholders, referral organizations, and other employees/ departments of PCC.

  • Based on the daily needs of the services provided by the 24/7 clinical team a range of clinical, administrative, and support services to assure effective care and programming are necessary and required. This position requires a high degree of flexibility and a willingness to take on several roles and responsibilities from day to day, at the direction of the immediate administrative supervisor and/or the clinical supervisor and in support of the clinical team.
  • To be an effective clinical team member flexibility is essential, clinical staff may hold primary and secondary roles and are required to fulfill both; roles may change at the discretion of the supervisory team and/or with the changing needs of the program/agency. Onsite clinical coverage must be maintained daily (i.e. 24/7/365 Clinical staffing), which requires the clinical team to be flexible in their scheduling; scheduling occurs on a rotational basis and may include 1st, 2nd, and 3rd shifts, as well as weekends and holidays. On-call coverage may be an additional duty assigned by the immediate supervisor.

3. Shall develop a working knowledge of applicable organizational policy and procedure and demonstrate compliance. This shall include, but not be limited to:

  • Personnel policies/procedures
  • Employee Ethics/Corporate Compliance/Consumer Rights
  • Service record documentation
  • Confidentiality/HIPAA
  • Clinical Policy and Procedure
  • Credentialing Bodies: NCDHHS, CARF, DMA, and Partners Behavioral Health Management

4. Shall attend assigned training and continuing education to maintain credentialing and privileging, to include, but not limited to:

  • Obtaining credentialing as assigned by the Clinical Director of Crisis Services
  • Required Training (NCI, CPR, First Aid, blood-borne pathogens, Consumer Rights)
  • Adhering to the PCC Employee Code of Ethics
  • Adhering to PCC clinical policy and procedures.
  • Required 20 Hours of Crisis training as defined in PCC HR Training and Development Policy and Procedure (I-B-006)
  • Attend any supervision sessions and group staff meetings as assigned by the supervisor.

5. Shall complete other duties as assigned by supervisor.

General Knowledge and Skills (will possess at the time of employment or will be expected to learn upon employment):

General Knowledge of the dynamics of MH/DD/SA behavioral health disorders (BHD) and their impact upon persons served and their families; the bio/psycho/social factors involved in (BHD); up-to-date principles/techniques (evidence-based/best practices) of crisis response, prevention, and intervention application to individuals possessing (BHD); the community resources available to persons with (BHD), to include behavioral health, social service, community services, and self-help groups; knowledge of billing and service record documentation requirements (NC Division of MH/DD/SA ASAM/IPRS, DMA/Value Options, CCMH/LME, and PCC policy/procedure.

General Skill in the application of crisis assessment/prevention/intervention techniques that are considered evidence-based/best practices as defined by the NC Division of MH/DD/SA, and/or literature/research, and organizational policy/procedure; skill in the delivery of services using accepted crisis treatment modalities, to include, individual, family, marital, and in-community; skill in establishing/maintaining effective therapeutic and professional relationships with persons served and/or their family members; behavioral health providers; and, skill in accurately documenting services provided and billed.

Qualifications:

Paraprofessional – Clinical Assignment Specialist

  • At a minimum, the individual must meet the NC Division of MH/DD/SA requirements for Paraprofessionals.
  • High School Diploma or equivalent.
  • Currently holds a minimum of a CADC-R or CADC-I certification
  • At least one (1) year experience in delivering clinical crisis services.

Clinical Assignment Coordinator - Counselor II

  • Bachelor's or Master’s degree from a four-year college or university in a human services field; and two years of related experience with the MH/SA population.
  • Bachelors or Master’s degree in a non-human service field; and four years of related experience with the MH/SA population.
  • Must meet the NC Division of MH/DD/SA requirements for Qualified Professional for the primary population of consumers served.

Clinical Assignment Coordinator – Counselor III

  • Bachelor's or Master’s degree from a four-year college or university in a human services field; and two years of related experience with the MH/SA population.
  • Bachelor’s or Master’s degree in a non-human service field; and four years of related experience with the MH/SA population.
  • Must meet the NC Division of MH/DD/SA requirements for Qualified Professional for the primary population of consumers served.
  • Valid CADC certification

Clinical Assignment Coordinator - Clinician II

  • Master’s degree from a four-year college or university in a human services field; and two years of related experience with the MH/SA population.
  • Must possess valid clinical licensure such as Associate (provisional) licensure such as LCSW-A, LCAS-A, LPC-A, LMFT-A, etc.

Clinical Assignment Coordinator - Clinician III

  • Master’s degree from a four-year college or university in a human services field; and two years of related Experience with the MH/SA population.
  • Must possess a valid clinical licensure LCSW, LCAS, LPC, LMFT, etc. (preference will be given to LCSW and/or LCAS due to need for IVC requirements)

  • Must have physical mobility to respond and provide service in various community and onsite locations.
  • Being on-call and shift work is required as part of this position with a team requirement to provide 24/7/365 clinical coverage.
  • Must provide crisis prevention/intervention services in community locations including hospital settings, in-home, and other locations that are safe in the community. In-home crisis intervention may require an escort from law enforcement.
  • Must have reliable transportation, maintain a valid NC driver’s license, and maintain adequate automobile insurance.
  • Limited consumer transportation may be required when applicable and approved by the immediate supervisor.
  • Travel is required as part of this position and may use the company-supplied vehicle and/or use of a personal vehicle with mileage reimbursement as defined in PCC policy/procedure.
  • Must have the ability to operate a telephone, fax machine, and computer hardware/software.
  • Requires superior writing skills, and the ability to compose a variety of complex and sophisticated professional documents, assessments, and reports. Requires the ability to comprehend and explain complicated clinical documents and professional literature.
